Where to find Master Blacksmith
He can be found in Novigrad, near the docks. He is allegedly a dumpling salesman, and his name is Hattori. You need to talk to him to start the quest “Of Swords And Dumplings”. It is intended for level 24 characters. You’ll need to fight a lot of enemies during it, so you probably won’t be able to do it earlier than level 20 or so.After you’ve finished the quest, Hattori will reveal his true trade and agree to craft amazing weapons for you.
