Jordan Schultz reported for Bleacher Report that the deal was finalized on Sunday.
The news comes the day after ESPN's Adam Schefter reported that "contract talks broke down" between Kingsbury and the Las Vegas Raiders.
After coaching the Cardinals to a 28-37 record from 2019 to 2022, Kingsbury worked as a senior offensive analyst for USC in 2023.
Before implementing a version of the "Air Raid" offense with the Cardinals that ranked as one of the most unique schemes in the NFL, Kingsbury worked as offensive coordinator and quarterbacks coach with Houston and Texas A&M.
The former Cardinals coach has experience developing quarterbacks, from Patrick Mahomes at Texas Tech to Kyler Murray with the Cardinals.
Perhaps most notably, Kingsbury spent last year working with USC's Caleb Williams, who attended high school in Washington, D.C.. Williams is projected to be the top selection in the 2024 draft, in which the Commanders hold the No. 2 pick.

NFL Network's Mike Garafolo reported Thursday that the Raiders had "locked in on" Kingsbury to be the team's next offensive coordinator, although Garafolo noted a deal had yet to be finalized in Las Vegas.
Contract negotiations between Kingsbury and the Raiders fell apart between Friday and Saturday, according to Fox Sports' Peter Schrager.
That led to Kingsbury informing the organization Saturday that he would be withdrawing his name from consideration as the Raiders' offensive coordinator, according to Schrager and Schefter.
Instead of working with Antonio Pierce in Las Vegas, Kingsbury will now join the staff of former Dallas Cowboys defensive coordinator Dan Quinn.
The hiring means the Commanders organization will be moving on from assistant head coach and offensive coordinator Eric Bieniemy, who served as the team's primary play-caller in 2023. Bieniemy had one year remaining on the two-year deal he signed with the Commanders in February 2023.
