Owners get $1,000 to remove worst polluting vehicles from the road

HAYWARD, California (CNN) -- Smog-suffering California has upped the ante on its polluting car buy-back program. When the state paid $450 to motorists willing to turn in vehicles that failed the nation's toughest clean-air standards, only 2,000 people cashed in. Now, with the offer raised to $1,000, the goal is to "retire" -- that is, crush -- 50,000 vehicles.
